CRT is a very nice telnet app for Windows. 
It includes many features found in 'xterm' under X-Windows. ($30, 30 days, enforced.)
CuteFTP is a good FTP client for Windows. 
Features Laplink-style local/remote directory windows and a separate window showing actual FTP commands and results.

JASSPA MicroEmacs is my favorite editor.

Versions exist for DOS, Windows, Unix platforms, and are small enough to be carried around on a
floppy disk.
It's not quite as powerful as the GNU original, but is customizable without learning Lisp :-).
Simtel also has other Emacs clones.
CICA (now Winsite),
the largest collection of Windows free- and shareware. 
Run by Walnet Creek CDROM, who sells copies of it on CD (much faster than downloading off the Net).
This used to have a nice, searchable interface, but now it seems you have to go rooting around for your files. Bummer.

(Remember when Win95 came out, on CD, with all the drivers included?
THOSE days are gone!)
Shareware.com gives you pointers to files on the Net (including other sites on this list). Oddly enough, sometimes it's quicker to download a file from Singapore (domain .sg) than from someplace local.
Simtel is
the largest collection of MS-DOS free/shareware. 
Also includes Win95 and Win3.1 software. 
Originally (long ago) at White Sands Missile Range, it has
since moved several times and now is run by Walnet Creek CDROM.

is a cheesy but good place to download utilities, esp. for graphics.
TUCOWS (The Ultimate Collection of Winsock Software) claims to be "The World's Best Collection of Internet Software." Includes Mac.
ZDNet Software Library has lots of commercial 30-day demos and some nice shareware utilities.
